Tuva is a small republic on the mongolian border and is popularly known as Tannu Tuva. This country is familiar to philatelists around the globe for their unusually shaped stamps(like the rhomb shaped one in the visual). This famous person used to collect the stamps from Tuva as a kid and wondered one day, "whatever happened to Tannu Tuva?". Out of his curiosity for the country's present state grew international interest in the country once again. The country decided to honour this person for helping it get international fame
and released a stamp in his honour (first stamp in the visual). Identify the person.

This phenomenon was first discovered by the US Psychologist Stanley Milgram about 30 years back. Milgram was trying to uncover the connections that lurk in our networks of friends and hit upon a novel way of revealing them. He hired people in various US states and sent them each a package, together with some instructions. These revealed that the
packages were actually intended for two people picked by Milgram, who gave their names and some vague clues about where
they lived, their occupation and age. What he did not give, however, was a precise postal address. The participants were then told to send the packages to whichever of their acquaintances they judged most likely to know the targets personally and be able to make the final delivery. Keeping track of the postings, Milgram made the stunning discovery that the packages typically reached the two target people after passing through the hands of just five other people.
