University of Michigan International Safety & Security Travel Policy
This policy applies to all University faculty, staff and students traveling abroad. Individual schools and colleges, or other non-academic units, may have additional requirements and policies regarding international travel safety and security.
- Faculty or staff leading students abroad to any destination for study, research, or other academic purposes must get permission in advance from their Dean (or designate) and provide itinerary and contact information to the UM International Travel Registry. The Dean must be notified of:
- Names of travelers
- Purpose of trip
- Flight information
- Itinerary and contact information abroad (telephone numbers and addresses)
- Plan for communicating with the University in case of emergency
- For countries under travel warning by the State Department or the Centers for Disease Control, regular undergraduate study abroad programs will be suspended.
- Students may not be required to study or do research in a country under a travel warning in order to satisfy a degree requirement.
- Students wanting to travel under University auspices or with University funding to pursue research, study or other University-related business in a country under a travel warning must get advance approval from the International Travel Oversight Committee. Plans should be submitted to ITOC no later than two months before departure.
- All students must submit a signed travel waiver.
- Undergraduate plans must be reviewed and approved by the Dean (or designate).
- Undergraduates must provide the signed and notarized consent of a parent or guardian.
- Graduate student plans must be reviewed and approved by the academic advisor.
Requests may be denied or permission revoked if conditions worsen. Students whose requests are approved must register with the U-M International Travel Registry. Detailed individual student travel information and forms are available.
- Faculty or staff planning to lead student groups to a country under a travel warning must get approval in advance from the International Travel Oversight Committee and their Dean (or designate). Group leaders must submit detailed plans to ITOC no later than two months before departure. Student participants must sign a waiver. Undergraduates must provide signed and notarized consent of a parent or guardian. Graduate students must have approval from the academic advisor. Requests may be denied or permission revoked if conditions worsen. Leaders must provide itinerary and contact information to the UM International Travel Registry for the group, and each individual traveler must register as well. Detailed group travel information and forms are available. Graduate students may not lead student trips to countries under a travel warning. Students planning a group trip without a faculty or staff leader to a country under a travel warning must seek approval as individuals.
- Individual faculty or staff traveling with University funding to pursue research, study or other University-related business in a country under a travel warning should notify their Dean (or designate), Chair, or supervisor.
- The University will not provide funding for faculty, staff, and student travel to a country where the State Department has issued a mandatory evacuation order. Upon advice of University infectious disease specialists, and taking into account warnings from the CDC, travel to countries experiencing serious outbreaks of infectious disease may be prohibited.
