The first U.S. commemorative stamp set was introduced at the 1893 World's Fair. The set was meant to publicize the more efficient and new national mail service as another means of communication (up til then, local telegraph was most popular). As a result of the widespread publicity that the new and improved U.S. mail system received, the U.S. Postal Service (U.S.P.S.) was envisioned.
